I am using xampplite. I clicked
http://localhost/adult%20top%20list/cgi-bin/create.cgi and I got a 500
error. The message was "couldn't create child process: 720003:
create.cgi". It used to work on my web host, but it does not work on my
computer.

As you hint yourself, this looks like a web server question, not a Perl
question. Try comp.infosystems.www.servers.*
